Association Mission

The Hong Kong Blockchain Development Association (HKBCDA) is co-sponsored by Mr. Thomas Cheung who is the deputy to the 13th National People’s Congress of the People’s Republic of China and member of the Basic Law Promotion Steering Committee, and Dr. Duncan Wong who is the co-founder of CryptoBLK Ltd. and co-inventor of the digital ring signature algorithm of Monero. Founding council members include Mr. Emil Chan (Chairman of the FinTech Committee of the Smart City Consortium, Mr. Paul Fung (Honorary President of the International Federation of Creativity and Technology), Mr. Steven Ren (Former Vice President of Market Development Division at the Hong Kong Stock Exchange), Dr. Dorothy Chau (Teaching fellow of the Department of Computing at The Hong Kong Polytechnic University), and other prominent members from Hong Kong and China blockchain, information technology and business circles.

Assist the Government and various trades in formulating guidelines for the application of blockchain technology in Hong Kong

Mr. Thomas CHEUNG, MH contributes his life to Hong Kong and Mainland affairs. Founding President

Dr. Duncan Wong is the Chief Executive Officer and co-founder of CyptoBLK Limited as well as the co-inventor of Linkable Ring Signature that used in cryptocurrency Monero. Dr. Wong received his doctoral degree in philosophy in Cryptography & Computer Science from Northeastern University, USA. He has published 200+ papers and patents on cryptography. Dr. Wong served as professor in the Department of Computer Science at City University of Hong Kong from 2003 to 2015 and vice-president of Financial Technologies at Hong Kong Applied Science and Technology Research Institute Company Ltd, the largest R&D Center of Hong Kong, from 2014 to 2017.

Mr. Emil Chan has more than 20 years of experience in information technology management and administration in foreign banks in the Asia Pacific region. He had worked in Credit Sussie Group and served at BayernLB Bank for 17 years. He has served as the head of the computer department, the head of the administrative department, and the vice president of the Asia Pacific Information Technology Department. He is well versed in the logistics operations and IT development as well as management of small and medium-sized foreign branches. In recent years, he has worked with business partners to develop in venture capital and corresponding training. Mr. Chan also regularly publishes his views on local financial innovation and smart cities through industry and public seminars and various media. Since 2012, he has successively served as guest lecturers and visiting professors for subject on technology innovation and financial technologies such as big data and blockchain applications at the University of Hong Kong SPACE, Institute for Entrepreneurship at Hong Kong Polytechnic University, the Hang Seng Management School, the Hong Kong Institute of Bankers, the Vocational Training Council and the Hong Kong Wen Wei Management College. Mr. Chan aims to promote the sustainable development of the economy in the Greater Bay Area through training professionals.

Paul T.C. Fung (馮德聰) is the C.E.O. of Photon Link Limitd, a commercial datacenter service provider, and also the Director of Datayard Systems Limited, an open source platform developer, supporting web portals and secured office firewall gateway servers, and it’s related web application developments.  Both companies had supported, and are servicing the running of many high-volume Internet web systems, including some world class web sites.

Working in the ICT industry for over 20 years, with the blessing on this depth and board experience and knowledge, Paul setup his own research and development on open source platforms, and start Datayard in 2001 as part of his IT and business consultant business.

Paul is also having an active participation in the community work, he is the founder and founding president of The International Federation of Creativity and Technology (IFOCAT), who is aiming at building a platform to bridge different groups of creative elite to make changes happen, and are now serving as the Honorable President, to keep pushing the work of IFOCAT.  He is also the member of the government’s Public Affairs Forum, the Vice President of iProA, The Vice Chairman of the FinTech Committee in the Smart City Consortium (SCC), founding member of the HK Creative Industries Association (HKCIA), the Executive Committee of HK Linux Industry Association, Council Members of TechMatrix Research Centre, and the founding member of the Hong Kong Innovative Technologies Preferred (HKITP.org).  He is also the voluntary I.T. consultant of HK Aged Concern, HK Shue Yan University Alumni Association, and some other non-profit organizations. In his leisure, he spend most of his time studying open source technology and its related copyright issues; and from time to time, he writes comments on the forum of news papers, expressing his care on economic and technology affairs, in order to alert the public on things that the society should notice.

Dr. Dorothy Chau

Dr. Dorothy Chau is a teaching fellow of the Department of Computing at The Hong Kong Polytechnic University. Dr Chau received her doctoral degree in philosophy in 2012, in the Department of Management and Marketing, The Hong Kong Polytechnic University. Dr. Chau is responsible for teaching and coordinating projects relating to FinTech, Computer Ethics, CRM and business intelligence, Business process and workflow, and Business and IS strategies.

Dr Chau’s research interests include IT governance, Blockchain, Cryptocurrency, ICO’s and has published 5 papers in international journals such as Journal of Strategic Information Systems, Journal of Engineering and Technology Management, and Expert Systems with Applications. She has been the reviewer of several international journals and conferences, such as MIS quarterly and International Journal of Production Economics. In 2018, Dr. Chau has recently completed her Certified Information Privacy Professional / Europe (CIPP/E) certification from the International Association of Privacy Professionals (IAPP), which is the official certification body for privacy standards. Dr. Chau’s CIPP/E makes her an Asia Pacific industry leader in GDPR.

Dr. Chau is an industry and academic liaison coordinator for several key projects, bringing together industry leaders from FinTech, RegTech, Cyber Security and more to an audience of business executives and postgraduate students. Dr. Chau has been chairing the weekly FinTech Seminar for the Department of Computing since 2017. She has invited many professionals and industry practitioners to share their first hand experiences and insights with students and colleagues. She has also coordinated with Institute of Financial Technologists of Asia (IFTA) and The Institute of Certified Management Accountants (CMA) to deliver seminars and workshops for the Department of Computing, aiming to build a closer collaborative relationship between industry and academic.

Mr. Barton Chik is the Business Development Manager of CryptoBLK Limited. He graduated from Oxford Fintech Program at Saïd Business School of University of Oxford. Mr. Chik is familiar with Hong Kong banking industry that he worked as relationship manager in SME department in 2014 to 2016 and credit risk control manager in 2016 to 2018 for Standard Chartered Bank.

Founding Council Member, Chairman of Technical Advisory Committee

Mr. Andrew Hon is the Chief Technology Officer and co-founder of CryptoBLK Limited. He was the head of Blockchain Core Competence Group at Hong Kong Applied Science and Technology Research Institute Company Ltd (ASTRI) before founding CryptoBLK. He was also the leader of ASTRI’s technical team in 2016-17 for Hong Kong Monetary Authority’s (HKMA) Distributed Ledger Technology (DLT) Working Group. He co-authored the 2016 DLT White Paper under the commission of HKMA and led the development of the Bank of China (Hong Kong) blockchain property valuation system. Mr. Hon received his Master in information systems management and Bachelor of Science in Computer Science in University of Minnesota, USA. He has more than 20 years working experiences in software development and management in Hong Kong and United States and are co-owner of three patents.

Mr. Manson Lai is an active investor and senior strategist. He has participated in nearly 200 investment projects in the past. The investment projects include: Internet finance, trading system, RMB-USD service platform; for Hong Kong stocks: Hui Xian REIT, China CRRC, Meitu, DeTai New Energy Group Limited, China Mobile Multimedia, etc. He participated in these investments even before they get listed.

Jason is a multiple award winning cyber security professional and former regional Cyber Security Advisor at Microsoft. Over 17 years of consulting experience for Fortune 200 companies in the fields of Management Consulting, Cyber Security, Privacy, Compliance and Governance. Travelled extensively and worked closely with government divisions in Australia, Switzerland, Singapore, USA and Hong Kong.

Most recently awarded Cyber Security Professional Award in Hong Kong, by the “Cyber Security and Technology Crime Bureau of the HK Police Force, the Government Computer Emergency Response Team HK and the HK Computer Emergency Response Team Coordination Centre” — Awarded for sharing / thought-leadership in cyber security and privacy programs and with a specific focus on cybersecurity and GDPR’s impact in Asia.

Jason is currently the Chief Information Security Officer at CRYPTO.com (which successfully raised over USD 28M in 2017, and most recently, their MCO token reached a market cap of over USD 150M). Jason has completed Executive Programs at Stanford and Harvard, as well as being on ISACA’s GDPR Global Working Group, ISC2’s GDPR Task Force, HK Cyberport’s Entrepreneurship Committee Advisory Group (ECAG), presenter at Asia’s first ever FinTech Massive Open Online Course (MOOC) on security/privacy, and sits on various government cybersecurity advisory groups and Think Tanks. Jason holds certification such as, CISSP, CIPP/E, CGEIT, CRISC, CISA, CISM, CEH.

Mr. Ren is the CEO of blockchain development company Dark Tech Asia and is the former vice president of market development division at the Hong Kong Stock Exchange. He was the responsible officer of the UK-based commodities trading company Sucden Financial Ltd. Mr. Ren received his MBA from Cornell University and focused on blockchain commercial applications. He has 14 years of experience in securities analysis, derivatives trading and financial company management, and has 3 years of experience in the blockchain industry. He also holds Certificate in Financial Analysis (CFA) and Financial Risk Management (FRM).
